韓建波，男，博士，研究員，國家海洋環境監測中心環境監管室主任。主要從事海洋沉積物環境質量評價技術、海洋工程及傾廢環境保護與管理技術、《倫敦公約》履約政策和技術研究。

負責國家海洋傾廢管理體系建設的技術支撐工作，組織制修定《中華人民共和國海洋傾廢管理條例》《中華人民共和國海洋傾廢管理條例實施辦法》《海洋傾倒物質名錄》《海洋傾廢管理工作規則》等相關法律法規、政策規劃和規范性文件。組織構建海洋傾廢和海洋工程領域相關標準體系，制修訂相關國家及行業標準10余項。負責《倫敦公約》及《倫敦公約96議定書》履約技術支撐工作，履行國家相關責任義務。負責海洋工程及傾廢國家監測方案的設計、國家公報編制，以及相關管理方法及關鍵技術研究。主持或參與多項國家科研重點專項、國家海洋公益性科研專項和國家自然科學基金。工作成果獲海洋創新成果獎3項，作為第一作者或通訊作者在國際國內重要環境和資源類核心期刊發表論文30余篇。
